Felixstowe Pool League Constitution |

1. The League shall be known as the Felixstowe Pool League.
2. The league is formed to further the interest of pool players and promote the game within the town, also to promote competition in the principle and practice of fair play.
3. The officers of the league will be elected annually (minimum) and shall consist of :-
Officer Basic Duties
a) Chairman: The chairman or designated officer shall conduct all meetings.
b) Secretary: The secretary, or designated officer, shall take the minutes of all meetings.
c) Treasurer: It shall be the duty of the treasurer to keep financial records of the league in a clear and proper manner and to produce balance sheets at each meeting if appropriate.
d) Results: It shall be the duty of the results secretary to supply the results to the league in a clear and proper manner and to produce result cards for inspection at committee meetings by any league member, if required. Result cards must be kept up to the start of the new season in case of dispute.
e) Competition: It shall be the duty of the competition secretary to make sure all competitions are run in a correct and proper manner.
f) Ladies: It shall be the duty of the Ladies representative to make sure all ladies all competitions are run in a correct and proper manner.
g) Sec/Assistant It shall be the duty of the secretary/ treasurer's assistant to assist the secretary/ treasurer in his/ her duties.
4. The officers of the league together with one member of each team in the league shall form the committee.
5. Any seven members of the committee shall form a quorum.
6. The officers of the league have the power to co-opt new committee members.
7. The AGM of the league will be held on Sept./Oct. Depending on the cycle of the league season.
8. The committee may at any time call an EGM. They shall do this within 20 days upon requisition in writing by any five members of the league, stating the purpose for which the meeting is required.
9. At the AGM all members present may have one vote per item, but the chairman has only a casting vote.
10. At an EGM or committee meeting each team may have one vote, each officer also has one vote, but the chairman has only a casting vote.
11. The committee shall meet at least four times a year as decided by the officers.
12. The officers shall be available to the members once a month for the main purpose of receiving moneys due.
13. All league fees will be decided at an AGM/EGM. Team fees must be paid at AGM/Registration Night.
14. On registering, a team shall produce a list of at least 6 players to be registered for that team. Any new players will be deemed to have registered once they have played for that team and can play for no other team unless a transfer takes place. No new players may play or be registered for any team during the period covering the last six matches of the league season.
15. Transfers during the season should be paid to the league by the captain or nominee to the results envelope and posted by hand, with the results sheet. The envelope must also include a full description of players and moneys involved.
16. When there are two or more divisions within the league, promotion ad relegation will operate at the end of each season. (normally 2 up - 2 down with an emphasis on an even number of teams in each division)
17. The league will not hold themselves responsible for any loss, damage, accident or any other contingency that may arise while a member is taking part in any match or function to do with the league.
18. The committee reserve the right to refuse membership to any team or individual without giving reason.
19. The league will abide and play to the 1995 E.P.A rules. (See Felixstowe modified EPA rules, includes some minor changes)
20 All expenses must be fully authorised by two of the three signatures of chairman, treasurer or secretary.
21. Officers of the league will receive honorariums as detailed: Results Sec. = £100. Chairman: Comp = £40. Treasurer Sec. = £40 each. Secretary = £30. Assistant secretary/ treasurer =£10. When Treasurer and secretary were combined in the past, £60 was paid.
22. Officers of the league will receive expenses on production of receipts.
23. All disputes arising as to matters connected with the league or to its management not provided in the constitution shall be settled by the officers of the league. If this proves unsatisfactory to all parties, the dispute can be referred to and settled by the committee, whose decision will be final.
24. Rules concerning the constitution or basic rules of the league can only be changed at an AGM/EGM. Changes of this nature should be in writing to the committee at least 14 days prior to an AGM/EGM.
